Three Years’ Traffic Construction to be Started in Linwu County, Chenzhou City

Recently, Linwu county of Chenzhou city has launched “the execute solution of three years’ traffic construction of Linwu County” which indicated that Linwu County started its hard work on traffic improvement. According to the solution, all the express ways and main roads of Linwu should be hardening, all administrative villages should be finished with concrete or pitch roads and all the poor quality roads and five kinds dangerous bridges should be wiped out in Linwu County.

 

It was learned from Linwu government, from the year of 2012 to 2014 that express ways’ construction would be greatly accelerated in Linwu County. For example, Hengwu express way (Linwu section) will be finished and opened to traffic within 2012 and Linwu-Foshan express way project will be tried to be launched. Regarding the main roads’ construction, the project to connect Hengwu express way Wushui exit with county newly built road will be finished, Yingbin square and Linlian road will be rebuilt, and the preliminary work for the rebuilt of the road from Chujiang to Zimu will be accomplished. Regarding the rural roads, all the targets will be full completed, for example, all administrative villages will be built with concrete or pitch road along with 3 rural bus station and 15 rural flag stops; regarding roads’ maintenance, the ordinary road maintenance would be finished and 5 kinds of dangerous bridges should be rebuilt to realize the normalization, systematization and standardization of the road and bridge maintenance and reach the excellent rate of main roads and rural roads with 90% and 75% separately. Furthermore, the greening work of roads would be expedited to fully accomplish the target issued from the municipal government to build the civilized model road, and finish 80kms and 234kms greening work for main roads and village roads.

 

In order to fully carry out the three years’ traffic construction, it was required by the Linwu government that all the departments should fight for getting the subsidies from national, provincial and municipal departments, should attract bank and social capitals to participate in the traffic projects’ construction with the capital platforms, and should solve the capital problems by well using the BT and BOT model. Furthermore, traffic construction planning of three years should be formulated scientifically, and the preliminary working, land acquisition and removal, construction environment, projects processing, and etc. should be settled with intensified mutual communication among all the departments to guarantee the influent operation of the projects. Moreover, strict treatments should be carried out by the law-enforcing department to solidify the construction achievements and minimize the ruin for roads caused by illegal ultra-limit.
